Job Description

The position functions as the Electrical Engineer, providing OBO/Accra, Ghana a full range of critical engineering and construction quality assurance and management and technical oversight of the USAID Accra Densification Project (renovation/fit out). Construction experience is preferred along with some aptitude in Fire Alarm and Mechanical Systems.

Primary Duties & Responsibilities

  • Performs quality assurance tasks, ensures contractor’s work is properly inspected and corrective actions take place, ensures materials meet contract, reviews contractor submittals for compliance with contract requirements, and resolves conflicts
  • Monitors the construction contractor’s quality assurance and safety program
  • Observes onsite construction and determines if construction elements are being installed, formed, and executed properly
  • Monitors construction progress vis-à-vis the project schedule and submit weekly progress reports with recommendations based on the technical review of project documents and field inspections
  • Performs technical inspections of the electrical elements of the project
  • Performs technical inspections of electrical work, monitors the contractor’s quality control program, and reviews project drawings and specifications to ensure compliance
  • Supports and assists OBO/Accra in ensuring the completion of the project in accordance with contract requirements
  • Ensures that the contractor is performing the required contract work in accordance with the design documents
  • Reads design/construction drawings and understands design narratives and calculations
  • Reviews engineering shop drawings and determines if the contractor has complied with the final design parameters
  • Understands and interprets drawings in his/her discipline and have an understanding of the principals of his/her discipline and how it fits in with other disciplines
  • Develops working knowledge of all technical requirements of project
  • Provides Quality Assurance for ongoing construction project
  • Reviews contractor submittals
  • Evaluates proposed submittal substitutions with engineering implications; makes recommendations to the Project Director

  • Coordinates the development of Independent Government Estimates (IGEs) for modifications and change orders.
  • Prepares Monthly Progress Reports and attends meetings summarizing project status, with emphasis on engineering

Minimum Skills & Requirements

  • An electrical engineering degree (Bachelor’s or above) from an accredited program and a minimum of seven (7) years of experience required on construction projects of similar scope and dollar value to the project supported by this Task Order
    • Design office experience shall not count toward an employee’s experience
    • A Professional Engineering License (PE) is acceptable in lieu of a degree
    • Overseas experience is preferred
  • Must have Final Secret, Interim Top Secret (TS), or Final TS security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) at the time of consideration
  • Knowledge of International Codes required
  • Experience in assessing and responding to Requests for Information (RFI)
  • Experience in reviewing and evaluating design calculations and data from an engineering perspective
  • Knowledge of Construction Safety regulations, i.e. EM 385-1-1, OSHA, etc.
  • Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word required.
  • Some of the essential functions of the job have a physically demanding component. In the execution of the duties and tasks listed above, Construction Engineers MUST have the ability to:
    • Work in confined areas such as crawl spaces, attics, utility pits, tunnels, manholes, and other confined spaces;
    • Work from heights such as rooftops, ledges, scaffolding, including climbing extension ladders and scaffolding;
    • Move and handle heavy objects (up to 50 pounds of weight) such as equipment, tools, and other building materials;
    • See objects that are near, far, in color, or at night, possibly including depth perception; and
    • Hear speech or other sounds, possibly including sufficient sensitivity to hear sounds of low volume or in noisy environments;
    • Manage periodic work that requires regular and recurring periods of prolonged standing, bending, and stretching

Desired Skills & Requirements

  • Construction management, project management and supervision experience related to Electrical and Telecom in the area of Fit-outs, renovations, furniture installations (commercial and primarily government contracts preferred)
  • Experience on previous DOS projects
  • Able to perform inspections on active construction in progress
  • Experienced with Punch-listing and identifying non-code compliant electrical installations
  • Familiarity and strong working knowledge of current electrical codes as applicable to systems furniture installations
  • Specific experience with high and low voltage equipment, as well as telephone and fire alarm systems desired

WORK LOCATION: ACCRA, GHANA (U.S. EMBASSY)

PROJECT DURATION: 16 MONTHS WITH EXPECTED FOLLOW-ON WORK WITHIN THE DoS PROGRAM
